Donn Ginoza is a former California Public Employment Relations Board administrative law judge who handled many of the agency’s most complex and sensitive cases. He has issued over 145 decisions, mostly for multiple-day, multiple-issue hearings.

Mr. Ginoza has strong analytical and writing skills, with experience in healthcare, K-12/community college/university educators, professionals, administrative, skilled trades, office-technical, service, courts, law enforcement, corrections, fire-fighting, and transit.

SERVICES

Binding/advisory contract arbitration hearings and factfinding, with emphasis on contract interpretation and discipline, and special competency in Collyer deferral matters.

Live and virtual hearings are provided. The Arbitrator will arrange court reporting, but does not provide a site for hearings.

RATES

Per Diem and Writing
$2,400 per day of hearing. Fractional days are not prorated. A hearing day exceeding nine hours total will constitute an additional day. $300 per hour for research, writing, and hearing preparation, pro-rated.

Hearing Cancellations
If the scheduled hearing is postponed or canceled with notice of less than 21 calendar days, the per diem rate for each day of hearing shall be charged if another date cannot be set in its place.

Office Expenses
No charge for routine office expenses or ones related to virtual hearings.

Travel Expenses
No charge for travel time within a two-hour driving radius of Mountain View, CA. $200 per hour for non-driving travel, or driving time in excess of the gratis. Actual transportation charges and lodging expense for out-of-region hearings. IRS mileage reimbursement applies for chargeable driving distance. Inquire for travel rates outside of California.

Pro-per Deposit
One day’s hearing per diem deposited in advance required for pro per litigants.
